Abstract
Little has been published about the major reorganization of state hospitals now occurring in several states in line with a currently popular management theory, management by objectives. If viable, this approach could have profound effects on the role definitions of mental health professionals, the choice of treatment modalities, and ultimately on the philosophic basis of psychiatry.
