SHELDON MILLER M.D.1, EDWARD HELMICK M.P.H.2, LAWRENCE BERG 3, PAUL NUTTING M.D.4, , and GREGORY SHORR M.D.4

1 Assistant Professor of Psychiatry, Case Western Reserve University School of Medicine, and Associate Director, Department of Psychiatry, Cleveland Metropolitan General Hospital, 3395 Scranton Rd., Cleveland, Ohio 44109
2 Project Director, Alaskan Native Board of Health, Anchorage, Alaska
3 Associate Director, Indian Health Service, Tucson, Ariz.
4 Program Development Officer for the Office of Research and Development, Indian Health Service, Tucson, Ariz.

This paper describes an attempt to evaluate the mental health services offered to Alaskan Natives. The concern of the authors was not the outcome of treatment, but whether the delivery system was functioning efficiently. Restricting their study to a single problem—alcoholism—they describe how their method of evaluation was developed and applied to programs and agencies in Alaska.
