The authors describe an aspect of the Illinois Zone Plan, which is dependent upon substantial increases in local, noninstitutional, and private mental health services to achieve reductions in the use of institutional care under state auspices. Apparent headway has been made using a close linkage between state granting policy, new mental health laws, and consultation with newly established county-level mental health planning authorities.
