Community Mental Health and Comprehensive Health Service Programs for the Poor

DONALD J. SCHERL M.D.1, and JOSEPH T. ENGLISH M.D.2

1 Director, Community Mental Health Services, Massachusetts Mental Health Center, Boston, Mass., and instructor in psychiatry, Harvard Medical School
2 Administrator, Health Services and Mental Health Administration, Bethesda, Md.

The Neighborhood Health Center is described as a program delivering family-oriented comprehensive health care of high quality to large groups of poor people. Because of the way services are conceived and organized, the center offers an opportunity to explore the impact of an approach to mental health and illness that focuses simultaneously on the neighborhood, the family, and the individual.
